Operation Wealth Creation Amplifies Grassroots Collaboration for PDM Success

Brig. Gen. Godfrey Muwanguzi, acting Deputy Chief Coordinator of Operation Wealth Creation (OWC), has concluded an extensive nationwide tour aimed at strengthening the implementation of the Parish Development Model (PDM).

Muwanguzi engaged key stakeholders, including OWC coordinators, Resident District Commissioners (RDCs), Local Council V (LCV) leaders, and PDM focal persons.
These interactive sessions provided an opportunity to identify gaps, share experiences, and craft strategies for realizing the PDM’s objectives.
“The success of the Parish Development Model lies in seamless collaboration between local leaders and OWC teams. By working together, we can unlock the full potential of this initiative to uplift our communities,” Brig. Gen. Muwanguzi emphasized during one of the sessions.
Assessing Impact at the Grassroots
During the tour, Brig. Gen. Muwanguzi assessed how PDM funds were being utilized by meeting enterprise group leaders and beneficiaries. These visits offered valuable insights into the program’s practical impact on the ground, revealing areas of success as well as those requiring improvement.
Dr. Edward Katende, CEO of the Uganda Development Forum and a representative of the PDM Secretariat, accompanied Brig. Gen. Muwanguzi. He highlighted the PDM’s transformative potential, stating, “The Parish Development Model is a holistic government strategy designed to improve agricultural output, generate employment, and raise household incomes.
It is a tool for delivering services that directly enhance the quality of life for Ugandans.”
Tailored Solutions for Regional Challenges
The tour reached regions such as Acholi, Lango, Teso, Bunyoro, Bugisu, and Ankole, underlining OWC’s commitment to understanding and addressing region-specific challenges.
These efforts include aligning PDM initiatives with local contexts to ensure that communities receive the support they need for sustainable development.
By fostering meaningful engagement with local stakeholders and addressing their concerns, Operation Wealth Creation is driving tangible progress in implementing the PDM.
