Uganda Aviation Scores Above Regional and Global Averages

This global assessment evaluated the effectiveness of Uganda’s aviation security systems and their compliance with ICAO Standards and Recommended Practices.

Uganda recently underwent a Universal Security Audit Programme – Continuous Monitoring Approach (USAP-CMA), conducted by the International Civil Aviation Organization (ICAO) between January 30 and February 8, 2024.

This global assessment evaluated the effectiveness of Uganda’s aviation security systems and their compliance with ICAO Standards and Recommended Practices (SARPs).

The audit results revealed that Uganda achieved an impressive score of 81.6%, significantly exceeding the regional average of 64.5% and the global average of 72.36%.

This accomplishment underscores the growing confidence in Uganda’s aviation security framework.

Key to this progress was the enactment of the Civil Aviation Authority (Amendment) Act, 2024, signed into law by President Yoweri Museveni.

The legislation aligns Uganda’s Civil Aviation Authority (UCAA) with the Convention on International Civil Aviation, granting inspectors greater access to aircraft, aerodromes, and aviation facilities, including cargo and organizational records under UCAA oversight.

Additionally, the Act empowers UCAA to recognize agreements with third-party states adhering to Article 83B of the Chicago Convention and introduces new aviation-related offences.

Alongside these legislative advancements, 34 regulations were amended to align with the latest updates to ICAO Standards, further cementing Uganda’s commitment to aviation security excellence.
