KCCA Reapplication Directive Suspended After Vendor Protests in Wandegeya Market
Kampala Resident City Commissioner (RCC) Jane Muhindo has suspended a letter issued by the Kampala Capital City Authority (KCCA) that required vendors to reapply for workspaces, pending revisions to align with the original directive.
This decision follows rising tensions and threats of unrest at Wandegeya Market, where vendors opposed KCCA’s directive for reapplication, citing concerns over being displaced from their stalls.

During a community meeting (baraza) with Wandegeya Market vendors, RCC Muhindo allowed the vendors to voice their grievances. They accused KCCA’s Gender Department of ignoring a presidential directive that prioritised vendors’ rights to occupy stalls during the relocation process, among other issues.
KCCA’s Director of Gender, Sheita Birungi Ghandi, addressed the meeting and refuted the claims, asserting that her letter had been misunderstood.
She emphasised her commitment to upholding the presidential directive. Additionally, she agreed to issue a new letter clarifying the process, stating, “We will outline the methodology and ensure that no existing vendors will be removed from their stalls.”
In response, RCC Muhindo instructed that the letter issued by the Gender Directorate be suspended for revisions to ensure compliance with the presidential directives.
