Parliamentary Committee Business Stalls Over Quorum

Parliamentary committee business has been stalled due to a lack of quorum, with some meetings suspended without clear explanations.

Today, out of nearly four committees scheduled to meet, several were suspended, including the Public Accounts Committee (PAC), the Natural Resources Committee, and the Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE), until further notice.
The only committee that proceeded with its work was the National Economy Committee, which discussed an additional loan request of Shs18.09 billion for the implementation of the East African Centre for Skills and additional financing for the Cancer Institute.
This was presented by State Minister for Finance, Planning, and Economic Development Henry Musasizi.
During the meeting, Chairperson of the National Economy Committee, Robert Migadde, addressed the delegation of officials from the Ministry of Finance and the Ministry of Health, including Musasizi and Health Minister Jane Ruth Acheng. Migadde explained that they were following Parliament’s leadership protocol, where business can proceed once the chair is present.
“Once the chair is in the house, business can start, because the majority of members are in Mombasa and cancer-related issues must be addressed urgently,” Migadde stated.
By press time, only two members, Joy Peggy Waako, representing the elderly, and Nathan Byanyima, were present for the meeting.
